I have some magnolia starters?

that have come up when can I replant them and should I put them in a slightly larger container to get bigger before I pot them for good or will all this moveing around kill them?

As long as they appear healthy and have roots, you can do either. Potting up will allow you to give some away or shift them around as you need. Planting direct will allow them to get established and settle.

Really it's up to you, I'd probably just plant them in the ground as long as there is a location chosen and they are doing well.
